Can't advance Shadows Over the Sun quest after "Maybe Atugia knows something"

I haven't recruited Atugia and when I go see her near the castle NorthEast in Hawkthorne there are only a couple of dialogue options and no way to ask about the quest.
Frustratingly funny when I have to click "That's all I have to ask for now" smh.
