Cannot access the Crash Landing Bar

I cannot enter the crash landing bar even though i am on the right tile of the elevator

How did your crash landing rule flag get set to 3? A search of the code only has it getting set to 1 or -1. Did you do some save editing?

I had save edited on the flash edition using TiTsEd but never had any problem there with accessing the bar
