As for the bird, if you mean Cveta at the bandit camp then you can get intimate after a couple of missions and spending some time

No, they're talking about the male bird-morph doctor in the bandit camp. Yes, he's supposed to be sexable, as far as I recall. I believe you just need to build up a rapport by helping him out and talking to him, though I can't say for sure off the top of my head if his sex scenes are actually coded or not.

He was supposed to be and I got as far as stroking him off in his sleep, but things petered out a bit after that.
