So there are a few psychological and biochemically reasons why men tend to feel sleepy after ejaculating.

PET scans have shown that in order to actually orgasm, a person has to let go of all fear and anxiety they might be feeling. Doing so tends to leave a person in a more relaxed state and frequently leads to the feeling of needing to sleep.

Biochemically, when men ejaculate, their brains release a flood of hormones and brain chemicals - including norepinephrine, serotonin, oxytocin, vasopressin, nitric oxide (NO), and the hormone prolactin. Prolactin has been linked with the feeling of sexual satisfaction and can affect the recovery time after ejaculation. Its also be noted that men who are deficient in prolactin also have quicker recovery times. That said, prolactin is also associated with sleep, being naturally higher when we're asleep, and trials have taken place where animals have been injected with prolactin and have become immediately tired. All together this might mean that prolactin is a necessary hormone for sleep, so the sudden release after an orgasm means that some people might feel tired more than others.

As an aside, the brain releases 4 times more prolactin from an orgasm from intercourse than the amount released from masturbation.

From an evolutionary standpoint, falling asleep after sex doesn't seem like a good idea when you should be able to spread your genetic material as far as you can...unless sleep is the most efficient use of time and energy and allows the recovery time to pass faster. (Look up a small species of marsupial call the Antechinus to see why its probably a good idea to have a nap after sex).
