I'm giving up, how do you do that? I took her to the leothran village multiple times, tried vising the women, tried staying with Vari, tried purchasing the herb, there's no give option, what's the way to do this?

And in case that option doesn't appear for you, you need to bring Cait with you to meet the twins in order to put the thought in her head to begin with.

Huh, from what I can tell it shouldn't matter that you've done Cat Call because there's supposed to be dialogue options for Barney if Cait has already been Leo'd before you encounter him, but I can't get it to proc that way. Doing the quest does unlock the dialogue option though, so I'm guessing it's a bug?

No, the LeoCait stuff is gated behind CaitQuest. Barney having a reaction is just-in-case proofing.
