Not sure if I'm submitting this right, but I got this screen more than once trying to sell to Artie at the junk hut on Mhen'ga. I just updated the game, and I tried doing various things before selling each time it happened, including sex Penny, going directly to Artie from my ship, and buying something before selling. It seems to happen no matter what.
