Has the bruiser job been removed or changed to be acquired differently? I just started a new character yesterday after a long time, and Miranda is just never at the barracks anymore to do the scene about teaching it. Was some extra prerequisites added to it? My character has fighter level 4 and character level 17 so its not because of not having the required levels.

Miranda only shows up in the barracks 1 day out of 3. She cycles between Main Gate, Slums, and Barracks, so just wait a day and look again. Rinse, repeat if she isn't there on day 2.

She was easier to find earleir but for some time due to need be at few laces it's quite rulette to find here (but I quite sure it's jsut quite complicated pattern/simple rng that govern when she will be at barracks).
Also it may be also depending if PC pissed off Miranda or not as I think (but I can be wrong) that if she in nasty mode she wouldn't teach pc bruiser.
