Breaking in Del

Trying to get Del 100% broken in to move to canada station, I've talked to Carver about feminizing Del and said that slavery was ok and screwed del a bunch of times but not getting an email? Did i do something wrong

Please note that step 1-3 are interchangeable, but they all must be done.

Well i had waited a long time like up to 20+ days after doing all 3 of the steps and didn't get the email so i assumed it was the order in which i did things in. But if thats not the case then what else could be preventing it
