Bounty Boards

How many planets have bounty boards? I know M'henga has one, but I can't remember if any other planets have one. Also, is this really the best place to ask question after question after question after question?

M'henga is the only one with a bounty board, although Tarvos does have a billboard. And yes, this probably would be the best place to ask questions.

Does that mean other planets can get one if there is a reason for it? Or did everyone just switch over to Steele meeting a person to talk about a quest?

You'd have to talk to someone actually working on the game for a concrete answer, but from what I can infer from the info I've picked up by lurking, it is likely up to the person who writes the content.
