Bothrioc Anti-Oil doesn't work "as described"

I'm gonna take a guess here that it's not supposed to be working because of my characters Willpower score, but because of already having the "Peace Of Mind"-perk?

Capital W Willpower is confusing here, yes.

In the attached pic you can see it's not Willpower at all but addiction.
