It's more than likely a placeholder. It's better to have a flag and not use it than to have to add it retroactively.

I don't think inspecting the cargo will lock you out of the pregnancy, iirc you have to loose to him when he attacks you in order for the pregnancy to happen.

Not like there's really any point to losing to him as he just (supposively) triggers the milodan pregnancy.
