'Bimbo' in TiTS mostly boils down to 'Has Ditz Speech'. It's compatible with everything. You don't need a specific 'build' to fuck everything in sight.
Even if you don't want to become pregnant (or cause pregnancies), I would advise against taking 'Infertile' in character creation. You can buy 3 Sterilex in the first location to do the same thing.
You probably want Energizing Libido.

If you mean you want to mostly engage in sexual combat, generally you want high Libido and Sexiness. (Unless you took Ice Cold, then you want low Libido and high Sexiness.) You'll still need a way to do physical damage, because some enemies cannot be defeated via Lust.

As I've understood before Ditz Speech my hero will get some other perks. And will have lower intelligence, for example. Is it good for all classes?

Depends on how you get Ditz Speech. You can train all stats, so there's really nothing preventing you from having a high-Intelligence character with Ditz Speech. Especially if you hold off on investing before you get it.
Fuck Sense lets you invert Intelligence for Class abilities, if it will be higher. In this case, you probably do want Intelligence to be as low as possible. You still use Intelligence for non-combat checks.
Doll Maker can get you both with minimal side-effects, though it is quest-locked.
If you're going high Libido, you're going to be soft-capped on Lust most of the time (75%), making enemies that use Tease more dangerous. Raising the Lust cap is very useful. The most I've been able to put together is +90. 15 (Doll Maker must go first), 15/30 (Mitzi/Dumbfuck, overlaps with Doll Maker), 40 (any Treatment), 20 (VR Adventure).
I don't recommend Mitzi/Dumbfuck because they also force Easy (+20% Lust in combat). I don't think it's worth it, I just included them for completeness.
There are some Perks that add Pheromone damage to your Teases, but they're capped at 10, no matter how many you have.

Tech Specialist: At Level 10 you get a Perk that automatically recharges Shields on any turn you don't get hit, making high Evasion particularly useful. Though you won't have nearly as much base Shields. You can also Overcharge Energy Lust weapons. Highly reliant on Intelligence, usually better off with Dumb4Cum and/or Cybernetic Subprocessor instead of inverting with Fuck Sense.
Mercenary: Can Rapid Fire (4x) Lust weapons, which usually can only be fired once/turn. Only Grenades rely on Intelligence.
Kineticist: Has a few perks to make abilities run off Libido instead of Willpower and Physique/Aim instead of Intelligence. Is better off with the Willpower implant, even with the replacement perk (because it scales with max Willpower). Calculation maxes out at 125 Libido (50 Sexiness OR Corrupted).
