Depends. Weeb armor provides a better armor rating while still being light, but has a little less evasion. There's so much other stuff that can give you evasion tho, and even with an evasion build you want at least a bit of armor so you don't die to a slight breeze. Weeb armor gets my vote, from a strictly gameplay perspective.
The lamellar armor was a stat reshuffle from the breastplate; when designing it, I summed up the total resistances and divided them between pen and crush, then shifted some stats around and took some away to account for the light tag. The basic idea was to cover a light armour niche that the jerkin and similar pieces of gear didn't.
Point-wise, it's not any better than the breastplate or jerkin, just differently distributed.

The niche is appreciated, its nice to still have light armor while being made of wood instead of tissue paper!
I read the title and thought people were going to be discussing which NPCs were the best at stealing armor.
