Belly Rating Changes

Is there any way to reduce the belly rating?
I was pretty sure you could reduce it at the gym but it seems to be stuck a 6.0 and this is with Thickness at 0 and Tone at 66. Also the character is not pregnant.

Ok that explains it. I thought it was connected to thickness.
