Was there ever a bearfolk race planned? I thought i read it a while back.

There is a bear tf item, it turns you into a half bear though, not a full on bear with muzzle and whatnot.

Ursus bulb is what you're looking for.

There was apparently an expansion done for the Ursus Bulb to allow more furry features, but I don't think it was ever added. Go figure. :///

Not from the staff, anyway.

Someone submitted a bear NPC but it was rejected a few months ago.
