Are coc2 dragons fire breather only?

Short answer: We don't know.
Long answer: I don't think non-firebreathers have ever been mentioned, but it also hasn't been stated that dragons ONLY breathe fire.
Ice Wyverns do have frost breath, and Frost Salamanders exist, but it's never been confirmed that either of these races are actually related to dragons, it's only speculated.
