Ancient Warbot encounter rate is way too low

Compared to the other encounters, players encounter the warbot probably ten times less.

It falls off based on Kihan rep. It starts at two shares on the encounter table, and falls off fast, with a 1:10 chance to get a single share at the high rep end. Most things get a share.
