The slums of Dhaal are quickly getting overrun by gabilani and these (largely cyber-fetish) newcomers keep stealing the tech and supplies from the Zaibatsu! They've tried suppression, but the gabs just keep coming back for more, so why not capture these scavenging tech-sluts and convert them into cyber-drones who will do your policing for you? Well, in this gab's case, the whole 'conversion' thing didn't quite take the way they'd intended, but as long as she's out there distracting scavengers, that means less Zaibatsu property is being disassembled and stolen. So, it's a net-win! Especially for the folk who jump her and put the would-be-enforcer in her (eagerly-awaited) place!
The 'Lady Dimatrescu' vibe of the Hachishaku myth (8' tall woman in white) is a potent combo, so I did a TiTS-appropriate version of it. Just because this Peer's domesticated, though, don't imagine that she won't bite if you're not on the right side of the leash.

You can scroll back a few pages if you don't remember Officer Elias, but the idea here is that this gal is a crooked cop, who was working with slavers, got her good cop partner grabbed and converted before the baddies decided she'd been a bit too greedy and she got Got too.
