If someone writes them into the game, yes; they're not designed specifically to be NPCs, but they're fully available for authors to adopt and/or adapt into their content.
Fair enough. I was just asking because the image with the character named Ressa looks a lot like Tyros.

Ressa could very well have been an inspiration for Tyros; authors are under exactly zero obligation to follow any and all parts of these sketches even if they want to use them, so there's massive scope for change between sketch and final product.
A bull/cow person who spawns between planets like the pirates. has a Male and Futa version
Ressa was indeed an inspiration for Sil to write Tyros (though changing her from futa thraggen to intersex minotaur bot). Similarly, Qailla was directly utilized from Fenoxo for the hardlight crafter NPC of the same name. Why, even I used a doodle of an alien race I'd called the "Onu" for a halloween submission that ultimately turned into Sauwinn.
These doodles are done for fun and passion for the setting. Any author is welcomed to adopt one of these doodles, free of charge, for whatever project they might have bubbling inside them. They can take it wholecloth, or change stuff around however they need to.
But it's not like there's a checklist on what will or won't be used. They're just concepts, after all.
I noticed we only have 1 sexable Gabilani man in TiTS, so I doodled a trio of 'em for Dhaal's short stack Red Light District

Indeed! The essence of manliness in various time periods right here on earth has been quite focused on things like make-up, fashion, haircare, beauty, curvy forms, and flighty focus on leisure. In fact, even the word "bimbo" used to refer exclusively to men who tended to be of a silly, trifling sort, more focused on enjoyment than the serious aspects of life. It wasn't until later that it expanded to include women (and then reduced to refer only to women).

We were having a talk about lab rat testing the other day and I was struck by the fact that we don't have any ratty science nerds. So I did a doodle to ammend that. Double sized for double science!

I purposefully left out Mabbs too cuz I wouldn't consider her a nerd but this definitely targets her too

Well, according to Eloise's backstory, the Twins were quite a nasty pair of pirates even before getting caught by Po. So probably a pair of bad bitch, rotweiller-pattern ausar, too wickedly lusty for their own good (or anybody else's)
Fair enough, still it would be interesting to have interactions with them after the quest, you know some kind of rehabilitation, where the mind control effects are somewhat reversed, but maybe their memories and pirates are gone, so they are effectively a clean slate.
