A bug causing a softlock

Im playing through the game with another character and walking through tarkus to start the terrorism quest that will open the option to buy the probe from shekka but the problem is that the Peacekeepers never spawned so i cant start the quest. theres nobody there. i read the email from anno but still nothing. how can i resolve this?

The square East of the Taxi is still there, it just doesn't appear on the map. This should be fixed next patch.
The duplicate to the South was an error and was corrected.
