0.9.2 Zhara and agni foothills encounter oversight

After the first encounter with Zhara and agni in the foothills, if you encounter Zhara again it with agni in your party it will result in the hostile version of the encounter

But if you DON'T have agni in your party it will result in the friendly version of the encounter
