Fixed [0.9.163-BACKER-ELECTRON#7132] Tweaked Vamp Blade is lower quality than the regular Vamp Blade

Kinda weird that the upgraded vamp blade is common while the regular vamp blade is rare, maybe it should be a yellow since it's supposed to be the better of the other 2 custom melees from Emmy.

Damn, weird oversight. I flipped the rarities the correct way around and added the correct level (7) to the tweaked version.
