Fixed [0.9.162-PUBLIC#7102] Specific Tile Resets Tundra Step

I don't think this is anything that triggers a step reset in that direction. However, there is a 1/10 chance to reset due to a Shade-related event. I've made an edit for the next release to make the reset only happen if that Shade event ever triggers (it's upon receiving a mail from her, I think), otherwise, the step counting should work as intended.
