I asked Paulette to wait after getting all of the necessary clues in order to save before heading off but now when I try to progress the quest I get this:

It seems like the location check was somehow flipped, so if you want to start it now, you'll have to fly to a different planet to start the quest. Your ship will move to Dhaal for the end of the quest though, so that should be working properly.
