Not A Bug [0.9.154-PUBLIC#6840] Luminous Yellow Listed Twice for Leithan Markings

Is it supposed to be (slightly) more likely than the other colors, or was it supposed to be something else?

Yes, "luminous yellow" should be the more "common" of the other colors, as it is a default leithan accent color, but with the amount of color variations, landing it isn't always guaranteed.
