Fixed [0.9.148-PUBLIC#6589] Debris Field and Vitality Siphon

If Debris Field is active and you activate Vitality Siphon, it does not regain Energy/Health on the first round.
Compare with Entropy Waves, which works as expected.

Turn 1
You stretch against the limits of your abilities to call upon entropy itself, radiating the essence of decay across the battlefield!
The conjured entropy goes to work! The korgonne raider is sundered by the unnatural forces! (S: −55, H: −6)
Turn 2
You focus deeply, activating your vitality siphon! Dealing damage will heal your injuries!
Entropic waves continue to savage the battlefield. The korgonne raider is wracked by the waves of entropy! (H: −65)

Hopefully fixed for the next release.

It was primarily an issue dealing with the order of when each status effect is checked. Due to how "Vitality Siphon" works, it collects damage before returning the siphoned values. "Entropy Waves" was placed before the siphon and "Debris Field" was placed after the siphon. I moved the siphon check all the way to the bottom, so any effect that does damage over time, such as burn and poison, if applicable, can also be properly siphoned during the same turn for consistency.
