[0.9.126-PUBLIC-ANDROID#5959] mission prerequisites missing for Anno recruitment + Ara Kei Diplomacy

Anno recruitment:
I am able to begin Annos' recruitment mission on Tarkus before the stellar tether quest is complete. I was able to start her mission on our first meeting.

Botheric Uplifting:
I am able to begin Ara keis' Diplomacy mission on Myrellion before meeting the level requirements. Wiki states level 8 is req. I'm level 7.

Attached save is prior to Flying to Myrellion. I don't have another save pre anno recruitment.

Stellar Tether being completed has never been a requirement.

I would not base bug reports on the wiki given its risk of being incorrect. Similarly, because its difficult to parse the code there's no way of knowing if something was changed after the wiki was written.

Fair point. Should of realized that. Ty. But the anno prereq is still being bypassed. Unless that was changed as well. I didn't see anything in the posted changelog.

again, I don't know why you're under the impression that anno requires stellar tether to be completed to be recruited. especially since there are actions you can take during her recruitment quest that can affect the outcome of stellar tether
enabling the shields prevents much of the damage to Novahome in the event that the bomb is allowed to go off
