Fixed 0.9.123-BACKER-ELECTRON#5821 Ancient Warbot can't be encountered in "The Wastes" anymore

While grinding for Adjite Studs, I noticed that the Ancient Warbot seems to have left the enemy pool on Phaedra. My sample size is around 100 enemy encounters.

They are still encounterable just fine in my testing. There was a minor issue where as your Kihan reputation increases, the encounter rate decreases, and some logic was reducing it at 0 rep when it shouldn't have been, but even account for that, they were still encounterable.
