No, despite how it looks, it ISN'T in fact determining anything.
It will stay that way no matter how long I wait, or what I do.
The ONLY fix is to delete the the image pack folder in Users\AppData\Roaming, which then requires you to download all 2125 (As of 0.9.107-PUBLIC) images.

No, loading a save does not fix it (Starting a new one doesn't either!).
No, closing the game, waiting a minute, then opening it again does not fix it.
No, waiting a couple minutes does not fix it.
No, it is not fixed by deleting the game files (Where the .exe is), and getting a new download.
Yes, images are still loaded at high-resolution (Don't know about any NEW images though).
Yes, it is placed where it can overwrite information (Literally in Documents).
Yes, this has been a recurring issue over the last <10 updates (Not entirely sure WHEN it started).
No, I'm not Watching this thread, I won't notice any replies, so don't bother. (I only use this site to report bugs.)

the only time I've managed to reproduce this is if you close the game before actally installing the image pack; I expect many people don't realize due to the time required to download the images but after the download finishes, there's a button to actually install them
