I have that as well. I wonder if it's a race condition. How fast is your connection to the Internet?
My thinking is that they have an async callback for checking on the need to download a new image pack, and on faster connections, that check is happening before the foreground code is ready. I am on 1G symmetric, so I have a pretty fast connection.
