[0.9.078-PUBLIC#4063] Low Hit Rate weapons can be fired multiple times per turn with Sturm and Drang

What the title says. Unlike Rapid Fire, Sturm and Drang is available while wielding a ranged weapon with the Low Hit Rate flag.

I may need a save file to test with, just to make sure, but I think I have it fixed for the next release.

I cheated the gun in through the ingame cheat menu to test it, hopefully that isn't the cause.

Thanks, the fix should properly disable Sturm and Drang when using a Low Hit Rate weapon.
