Currently, the PC cannot get the bonus ranged attack from the "second shot" and "second striker" perks.
The bonus melee attack from "Second attack" and "second striker" perks are working properly.
This may be unrelated, and I'm not sure if this is intendedbut the extra attacks from the "rapid fire" skill still have reduced accuracy when using a weapon without bonus hit rate after taking the "specialized combatant" perk.
