[0.9.001-BACKER#2069] Minor Bug: Tarkus time not progressing

When moving around in hostile tiles on Tarkus, time does not progress. Tested on two existing saves, but not sure if it is the case for new saves.

Arguably this is working correctly, the hostile tiles on Tarkus take 1 minute to navigate.

But you have the Pink Hoverboard which cuts navigation time in half.
The game doesn't do half a minute so it just takes zero time.

You'll also find this behaviour in your ship, wandering around in Tavros and all areas which take only 1 minute to navigate.

Afaik there was a hard floor of 1 minute implemented somewhere in the AS code, so I'm gonna replicate that. When I figure out where to cram it.

Okay it turns out it wasn't clamped to a minimum of 1 but 0, but I still think a minimal movement time of 1 minute as our smallest time resolution step is appropriate.
