Considering the tooltip text for it is blue, I think that's intentional.

Its still really weird. I don't remember if the power was made before or after charms were switched to scale from sexiness rather than spellpower, but it could probably do with getting looked at, because its not really usable for charmers in most situations due to scaling off a stat that they likely have not invested in.
