I was testing my current build against the Stone Titan [ReggieEncounter(true)] to see if it could fulfill my basic need to be tanky and noticed that Cloak Of The Deep only seldomly procs, as if the item had an internal cooldown. Even when spamming direct heals on my champ, it just didn't work sometimes. A couple of times the effect even ends right as "Great Heal" is used and it should be immediately reapplied.
