The "Sever" special effect, belonging to the Eastern Greatblade weapon, can proc on powers that do not have the Melee or Weapon tags, including Tease powers and powers that lack tags entirely, such as Kiaijutsu. This doesn't technically conflict with the description of the effect, which states: "On inflicting damage with a non-spell power, there is a 50% chance to inflict an additional [...] Raw damage and cause [...] Bleed for 2 turns. Can only proc once per action.". However, given that the effect is meant to be inflicted by using the weapon, it doesn't seem like these are intended, though the idea of giving an enemy an anime nosebleed for bonus damage with Tease is admittedly funny.
