[0.8.2.3] Hover over for controller cursor?

Possibly not a bug, but I figured I'd put it here anyways since I feel this impacts the user experience in a big way. Currently, as far as I can tell, there is no hover over menu for the controller cursor/left stick cursor, forcing the user to switch over their mouse to see more information. This sort of makes using a controller pointless since you cannot access all of the game with it alone. Please fix? Thanks.

[Upcast Drake]

Holding the LB (left bumper) on xbox layout and then pressing the corresponding button on your controller should make it toggle the tooltip instead of pressing the in-game button.
