[0.7.22] Attack power bonus of some powers is not applying

A few of the powers that have a boost to attack power are not granting that bonus. I have noticed this with at least Dastardly Strike, Rend, Shadow Strike, Mark for Death, Fading Strike, and Steady Strike. This list not comprehensive, just the ones I noticed doing the same damage as a basic attack.

Also, sorry about posting this in the wrong place last time, I am not certain if I am capable of moving threads.

yeah, this actually affects a huge amount of weapon abilities. I've noticed Sure Shot can't guarantee crits on unshielded enemies either, and other abilities not applying their other bonuses. Sneak Attack won't give you more ap for the stacks of obscurement, etc
