Going by the game location text, leaving the cargo elevator and going onto suspended scaffold should be impossible until the door is unlocked from the other side (with "Pull Pipe" interaction) However, this appears to be bugged currently, as you can use the movement buttons to access the scaffold from the elevator --as well as enter the elevator from the scaffold-- from the get go, never having to interact with the pipe pulling button:
