[0.5.7] "Well Hung" perk not applying correctly

Repro: Load the attached savegame, use the MinoBlood (TM), observe Well Hung perk not working. She has more materials if you want to confirm.

When I use the save and use the MinoBlood (TM) the player's cock goes from 10.5 to 18 inches.

I investigated this once before and it seemed to similarly work as expected. What is the intended behavior that is not happening?

Except using MinoBlood (TM) with a player character that has the Well Hung Perk is supposed to result in the player character's cock growing until 31.2 inches.

The maximum cock length as a result of MinoBlood (TM) Or (Raw) without the Well Hung Perk is supposed to be 24 inches, so not being able to reach 31.2 inches (1.3 * 24) is the issue.

Also, spawned in more items using the console - and yes, it's confirmed that it's bugged. See attached below:







Please see the saves attached below. The first (1) one is pre-transformations, with additional items spawned in, and the second (2) one is the one where the player character's cock maxes out at 25.5 inches, not 31.2 inches.

I've mentioned the actual issue (in the code) in my bug report by the way.
