[0.4.28] Lip reduction bug

After many attempts, I cannot seem to get anything to reduce lip size besides making my character more masculine. Even the transformatives on the wiki that say they reduce lip size only affect lip size by reduction of femininity. I don't know if that's intentional or a mistake on the wiki staff's part but it seems like a bug to me.

This is intentional. Your base lip size is determined by your Femininity and it's not possible to have a negative lip size modifier (it's the same with TiTS), so you effectively have a minimum possible lip size based on Femininity; if you want to reduce your lip size below that, our only option is to reduce your Femininity.

So is the base modifier 1 and femininity adds a max of 4 for a total of 5? If so, I'll feel extremely stupid and feel bad for wasting time.
