I know for a fact I have completed the other two quests in the chain, but still,the button for the third quest is unselectable.
I am using the steam version. I even tested using Firefox Release 89.0. Is it because of some flag that's not allowing me to do it? I'm even sending the save file as well so you could diagnose.

Check the Quest Log, you need to go see Imora first.
