I think you can use the Cheat Menu to teleport out of the Hold and reset the quest. I'm not sure what happens if you reset the quest in the middle of it.

Racial Score says Avian 4+, Feather 'skin' and Glowing Ember/Fiery Blue. Avian is one of the more complex types, with a lot of sub-races. The system was reworked recently to mostly remove penalties (which is why you see Phoenix on the list, among others), so it ought to be easier to achieve.

You can use the Cheat Menu to reset the quest. Rest doesn't completely soft-lock, you can press 'x' again to get out of the invisible menu. Also, I noticed that if you have one Arctic Warfare Belt equipped and one in your inventory, you'll give the equipped one to Ula.

Sounds like a feature to me. Also, that last line is very incongruous with the rest of the scene. (I know it's generic.)
