A bit off topic, but the console makes this a lot easier, assuming you're using a browser (F12) or the download (Control + Shift + I?), even without a save editor. There's probably some way to bring it up on Android. And there is an editor, but it doesn't do Perks.

+Fertility, if > 2. If I recall, you can get it if you're 'infertile'. When the source of infertility is removed, the bonus will be in effect. You can actually bypass the 500% cap this way.

Try updating to 0.9.026.

Is the 'If That Don't Work, Use More Gun' shop in Dhaal's Gabtown supposed to be empty? Edit: Apparently so. 0.9.028 added the vendor.

Mine works properly. 1. I'm using 2x Missile Turrets 2. It's a save converted from Flash. No idea if either of those are relevant.

What does your Codex->Location look like? Especially what's under Modules Installed vs Fixed Equipment? You may have to post your save.

Do you have enough Energy to fire the weapons? Just noticed: Inspecting Ship Weapons doesn't show how much Energy they take to fire. This is kind of an important stat. Edit: It seems to be possible to get an unlimited number of weapons on the CassTech by using the Quantity prompt. They all go...

Did you install weapons? It doesn't have any by default.

Is this character a Mercenary? The discrepancy might be Iron Will. If you still have the original save, try loading it in the old Save Editor. Also: Resolve.

I don't think the Codex stat screen can show stats in excess of the level maximum. Stat effectiveness is capped, even if it's actual value is higher. For example, on one character, the Codex shows Intelligence 60/60, but the Console shows 121, as does the level-up screen (Dumb4Cum). Personally...

Slow Stat Gain can go above the cap regardless. At least some sources of stat loss don't seem to apply correctly.
