It's part of Silly Mode/April Fools. Clicking on it is possible, you just have to be really fast.

Wait for a day or two, then use the Taxi Station. After the event there, wait until you get an email. The Dhaal Probe is accessible to the Public, but the next planet is not.

Good catch. It seems to be a display bug. The number will show red above 10, but it will accept up to the actual limit.

It's a thing that was in Flash. One of the benefits of the Clydesdale was it had 50 storage, 20 more than any other ship. As near as I can tell, the values are correct for the player's ship when loading a save into the new version. It's changing ships that's bugged.

Does upgrading to 0.9.046 fix it?
