Your issue is not the crew limit. Your ship's storage space is overloaded. Try clearing/moving out some items from your storage if you can.

There is a way: under the "Discuss" menu, There should be a "Dismiss"/"Break Up" option depending on whether or not Bess/Ben is a lover. The choice to break up will disable them from interaction forever, but dismissal will send them back to Tavros Station.

Actually, looking at it in the code, it's just a +2 testicles, so it may be possible to earn more than 4 if the conditions match, but yes, having the "Potent" or "Bulgy" perks can boost the limits for that to happen.
