Based on what you can do in the game it definitely is. Lots of player agency almost like fallout new vegas.

There are some good points here. The locations issue hopefully that gets addressed over time. I can see somethings being poked at as more story work gets hammered out. As for builds and items I felt that certain unique items should push you towards certain builds and maybe have less common items...
