Dunno. Usually SyriQuest and recruitment is one of the last things I do before leaving Uveto at level 13(I frequently play Kineticist as to power grind quickly, plus Uveto is rich with high XP encounters for those lucky enough to unlock it at level 6), which generally results in me doing a bunch of other stuff and picking up Syri way later. Try giving it a week or two then return to the spot, or do a few quests in the meantime.
It's been a while since I actually recruited Syri since I've been doing playthroughs where I do not recruit/sex anyone. I recall there being an email you do get from her at one point that you HAVE to read in order to recruit, not sure if it's before or after Uveto.
