Does anyone know the codes/flags to put into the console that could possibly enable both azyrran and evelyn to be dragons at the same time, if it is possible, could you please help/tell me how to do it on the console and what are the flags /codes for it????

Depends on save situation.
From save with Azzy being Dragon: EVELYN_DRAGON = 1 and EVELYN_DRAGON_TS = X - where X is number of days in your save minus like 15 for good measure.
Edit: This flags only make Evelyn Dragon ->You need to talk about eve past before and I'm not sure what happens if you already met her with Alice.

So i can or can't make them both dragons at the same time, like if I have azyrran already being a dragon first in my save file and I wanna make evelyn a dragon too but I don't want to un-change azyrran's dragon transformation, would that still be possible????
The commands I provided assume you already have Dragon Azzy, and they should make Evelyn a dragon too. Unless you explicitly change Azzy’s flags or related quest states, nothing should change for her transformation.
As I wrote earlier, I’m not fully sure how this interacts with the Alice content, since I personally play with Evelyn blocked.
Could be that there are different flags for the option to take Alice to the dragon cave instead (where Dragon Evelyn now resides) than it happening at the inn, dunno (but probably it's better to have done the Alice meet up already, just imagine that you did the meet up and than decided afterwards to do A Teatime For Dragons).
And is it the X variable you mentioned before not so important as for it to differ from the current Azyrran Dragoon's X timer?

Do you have an save pre the changes you made, as of now this save is corrupted and cannot be read normally.
Commenting to follow. Either I forgot or just never knew transforming Eve was an option because I wasn't passing up Dragon Azzy. Heck, I just recently found out Eve had more content to her in general, so yeah I'd wanna dragon her up too. Guess it's time to make a backup and start poking around. If there's not "official" way, I wish they do eventually add a way because it's weird coming back after a while to see you miss content because you already used a quest item.

Here you have edited save. I also engage first with Eve cuz I don't know how to otherwise get her past talk scene which is later required for Alice. (This is really not mine content). Brienne caught me in her standard horny state - so she is pregnant sorry about that.
Save file is from backer version, if you play on public, it will not load.
It's just a timestamp in days when she got the transformation -> and for Evelyn just guards when she is ready to be seen. I don't remember exactly -> I did like -15 just to be safe and see her immediately. I'm not sure if Azzy has one
Regarding Alice, I'm honestly not sure. Eve isn't my content, so I don't know her exact mechanics (when I want to check some new scene I brute force myself in - or use currently investigated save file she is already in to check it out). For instance, when she is a dragon, I can't find the Past dialog talk, which is a requirement for both Alice and her new content.
I also don't know if Eve can become a dragon after Alice shows up. It could be that if they meet in the inn, Alice will just go to the non-dragon version of Eve. Or, she might magically go to dragon Eve without acknowledging that she is now a dragon.
For anyone interested (as I missed the flags. last time) - this assumes you have dragon azzy - and it is better to have talk about past done with Eve:
