1. Head to the misty forest on Mhen'ga. These are filled with level 4 enemies so they are a tough fight, but characters with Ice Cold + a dick can easily win the fights with tease attacks alone. Just hope not to get stunned. Grind the encounters here until level 5, with level 3 giving you the tools to no longer have to tease(should be gotten after defeating the gryvain agent and defeating any vanae). While you're at it, consider drinking Sky Sap to gain Reflex score increment, save scumming if you just want to get the reflexes without transformations. Make sure to pick Psytuned Vitality at level 3 and Entropy Waves at level 5, as you will need it for the upcoming encounters.

2. Do Penny recruitment quest. This does require you to fuck her, but the XP boost is well worth it to quickly get to the max without fighting tons of vanae, though you still may need to fight a few. The mining bots are hard, but if you watch your HP and just spam Entropy Waves with max Willpower and a Focus Pill(gained from the vending machine where V-ko is) popped, you should be able to take them down as Entropy Waves will hit all targets and Sunder them occasionally. Consider using Syri Intelligence grind, using a hardlight strapon from Tavros' underwear shop if you don't want to lose any virginities, but otherwise a lot of this fight will hang on Penny and you tanking as much damage as possible. Atma Armor Mk. I from within the Misty Forest should help immensely with the encounters on the way there.

3. Tarrach Slavers will now spawn all throughout Mhen'ga after reaching level 6. The fights may be intimidating at first and you might still lose if you're unlucky, but groups of 3-4 is doable as long as your lust is kept low, 5 only if you use a particular cheat code in the character creation for your name. Since the main threat from them is tease attacks and sheer numbers as the minimum that will spawn is 3. Each tarrach in the encounter offers about 10x more than the XP the vanae do, so if you need to save on time for whatever reason, save scum to only encounter them. At level 7, take Debris Field to trivialize their encounters outright and grind to level 8. 9 or 10 if you do up to dozens more.

On my end after finding this out, I became level 8 without Bianca even getting a chance to leave Mhen'ga for Tarkus, and basically pulled up like a superboss for Dane. He didn't last a single round. I don't know if the other classes can grind the Tarrach as they're obviously equipped to take down most Steeles who stay at Mhen'ga only, but this is the fastest power leveling I've done in the game so far.

Adding onto this, you can also go to Uveto to fight Kyrm repeatedly, using the Zaalt encounter to get there as fast as possible. In terms of letting time pass, it is the method that doesn't cause time to speed by too much, allowing you to get to max level rather quickly the moment you reach level 10 and defeat Kyrm around 200 times(enough to gain around 12.5 million XP which is how much you need at level 10). You basically become able to destroy dropships with your mind alone within 2 weeks or less.

While leveling to level 10, consider doing Siege of the Korg’ii Hold as completing it with 100% influence will net you enough XP to reach level 10 almost automatically. It also doesn't progress time by a week as it says, making it one of the more efficient ways to gain XP while still playing the game. You could attempt fighting Lash right off the bat, but without high resistance to burning it is VERY unlikely that you'll win, and winning against him doesn't net you XP as much as it does credits.

As a funny side-note, this also makes it the ONLY time that your PC will have ever had a normal sleep schedule out of all the other Steeles.

I managed to do Penny's quest with a Level 5 Mercenary. Used Carpet Grenades vs the Zil and Venus Pitches. Power Potions are inventory items now, so that really helps.

I was able to do this with both Melee and Ranged.

Wasn't able to beat the Slavers, but if Uveto is on the table, the Korgonne are easy to beat. I can semi-reliably beat Krym at Level 8.
Once you reach Level 6, buy a Lightning Rod and/or Shock Bow from Carl.
On Uveto, buy a Hirudo Devourer from Kattom. It's extremely useful, even with 4 Aim. If you're Melee, buy a Light Jetpack from Nerassa. Ranged might want to buy one anyway, just for the +10 Evasion. Sell Savicite to Beatrice at The Freezer if you need money.
It helps if you can get the JoyCo Premium or Salamander Shield Generator from the female Korgonne.
If Melee, consider trading for a Light Savicite Maul.

Beat the Dropship at Level 10 with the Lighting Rod, Power Strike and 50 Physique. No Sunsetter needed.

Haven't tried any of the other Classes, yet.

Not even the 3-pack one for the slavers? 5-pack naturally I can see being an equipment issue, there's no other class that spams AoE harder than Kineticist and Cleave is the only way I could see being a way to beat the Slavers easily as a mercenary.

As for the dropship, I meant moreso in the HP loss way. Normally when you do the fight, it will end before you can deplete the HP as the winds in the environment will automatically end the fight the moment the shield is down. With Sunsetter or enough burst damage, that doesn't happen.

I didn't run into a 3-pack and I decided it wasn't worth my time to try, given you'd included Uveto and I was pretty certain I could beat Korgonne.

Roughly for the dropship bit. The dialogue for the dropship being defeated by HP loss isn't actually the same, as defeating it via shields at least gives an explanation as to why it was defeated early. Instead, it skips straight to Schora.

Beat Penny's Recruitment with a Level 5 Tech Specialist entirely on the back of Thermal Detonator and Power Potions. Sheild was somewhat safer, but I did it with Attack Drone, too.
